Brookside Community Health Center was established in 1994 as a response to studies done by the West Contra Costa Healthcare District which showed a lack of primary health care services for low-income, medically underserved residents in Western Contra Costa County. In 1996, BCHC became a freestanding, independent community health center and established a governing Board of Directors. A few years later, Brookside Community Health Center was awarded federal funding through the Bureau of Primary Health Care's Community Health Center (PHS 330) program. With this funding, BCHC established a Dental Clinic (1999) and a Perinatal Program (2000), both of which continue to operate today. BCHC began construction on a new site in Richmond in 2003, which opened in June 2004.
