In the summer of 1973, the Rev. Floyd R. Brause begin a Tent-Making ministry with a call from the Division for Missions of the Lutheran Church in America to Serve the Eagle River area. While driving buses for American Sightseeing Company in the summer and school buses for the Anchorage School District during the school year, the survey was completed by October of 1973.

The first service was held at the Homestead Elementary School in the middle of October 1973, with 91 people present, and a Sunday School of 35 organized one month later.
