Major WRF/Collections System Improvement Projects

Several of these projects have been delayed due to the inability to obtain electronic equipment and construction supplies from suppliers due to the breakdown of supply chains. Staff continues to meet with selected firms to assist in the engineering design/construction of numerous projects (some funded by the SRF Program) as follows:

Lift Station #8 Rebuild (Thurm Boulevard - SRF) – TetraTech

-L7 Construction, Inc. (selected contractor) initiated major construction activities at the site. Thurm Boulevard may have lane closures at selected times; please follow the Maintenance of Traffic (MOT) signs posted by L7. Anticipated project completion in October 2022

Lift Station #5 Rebuild (Treasure Island Condominium - SRF) – Jones Edmunds

-Hinterland Group, low bidder for this project, is ordering new equipment and electronics from their vendors. However, supply chain issues will delay completion of this rehab project by 6-8 months.

WRF SCADA System (SRF) – Stantec, Inc.

-Chinchor Electric, Inc. (selected contractor) is currently finalizing SCADA system screen layouts. Anticipated project completion in September 2022.

Pump Enclosure Structures (WRF - SRF) – MBV

-Funding for this project was approved by Florida Department of Environmental Protection (FDEP) on February 23, 2022. The bid specs and drawings are being prepared for public bidding and will be advertised in August 2022.

WRF Disk/Drum Filters/Tertiary Filters Installation (SRF) – Kimley-Horn

-Both disc filters were installed and are operational. A substantial completion walk-through for the disc filters was performed on June 21, 2022. A substantial completion walk-through of the odor control system was performed on June 30, 2022. Final work on the drum filters (influent screens) should be completed in late-July. Anticipated project completion in August 2022.

STORMWATER

Center Street Drainage Basin Improvements

A summary of the basin study was presented to the City Council at the April 19 meeting. The project design is moving forward as approved by the City Council at the May 2022 meeting. Staff is also reviewing potential grants to offset future construction costs.

Canaveral Drainage Basin Study
Staff provided background material and Tetra Tech initiated field work the week of April 25, 2022. The Canaveral Drainage Basin, located in the northern portion of the City, is the largest drainage basin and includes the Harbor Heights neighborhood and the Central Ditch. This is similar to the study recently completed for the Center Street Drainage Basin.

FDEP WRF Inspection
FDEP staff conducted an inspection of the WRF as stipulated in the City’s National Pollutant Discharge Elimination System (NPDES) permit. The purpose of the inspection was to investigate/document conditions at the WRF for stormwater management/treatment compliance. A letter report including results of the inspection will be forwarded to the City in the near future.

Stormwater Pamphlet Distribution
Stormwater-related pamphlets were included in the recently distributed Business Tax Receipts by the City. A total of 803 pamphlets were distributed which included ways for residents to limit/treat stormwater runoff. This annual activity is required by the City’s NPDES permit.
