Council Approves Design Contract for a New Solid Waste Facility Complex
Will Accommodate Increased Customer Demand At The J.C. Elliott Transfer Station

At today's regularly scheduled Council meeting, Mayor Paulette Guajardo and City Council authorized a professional services contract with SCS Engineers from Houston to provide the conceptual design, process design, and permitting services for a new combined Solid Waste Facility Complex located at Highway 286 and Ayers Street in Council District 3.

The new complex will be adjacent to the existing J.C. Elliott Transfer Station and include three major projects:

- New Modern Transfer Station

- Crew Quarters and Administration Building

- Fleet Services Complex with parking and a fueling facility

The J.C. Elliott Landfill closed in 2007 but remains operational as the J.C. Elliott Transfer Station, transporting solid waste to the Cefe Valenzuela Landfill located on County Road 20 in Robstown.

Due to increasing customer demand, the J.C. Elliott Transfer Station has outgrown its facilities, and existing space for expansion is limited. The Solid Waste Department proposed a combined Solid Waste Facility Complex to meet the City's growing needs.

The current Solid Waste administration building and fleet services facilities are at 2525 Hygeia Street. Funding for the $328,050 design contract comes from the FY 2023 Solid Waste Certificate of Obligation Fund. The design completion is expected in April 2024.
