Governor Asa Hutchinson Announces Intent to Grant Executive Clemency

LITTLE ROCK – Governor Asa Hutchinson on Oct 4th, announced his intent to grant 4 pardons. An additional 53 clemency requests were denied and one had no action taken upon it. These include requests from both inmates and non-inmates.

The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.

Governor Hutchinson intends to grant pardons to the following people:

Ty Cotter (Mountain Home): Possession of a Controlled Substance, Methamphetamine (C Felony) (CR-2002-312), Time Pay Balance Transfer (Misdemeanor) (CR-08-40), Possession of Methamphetamine with Intent to Deliver (Y Felony) and Possession of Drug Paraphernalia (C Felony) (CR-2008-120), Possession of a Controlled Substance, Methamphetamine (C Felony) and Use of Possession with the Intent to Use Drug Paraphernalia (C Felony) (CR-2008-170), Littering (U Misdemeanor) (CR-11-1876) and Failure to Appear (C Misdemeanor) (CR-11-2354), Driving While Intoxicated (U Misdemeanor) (DWI-11-9), Driving on Suspended or Revoked DL ( Misdemeanor) (TR-11-351) and No Liability Insurance ( Misdemeanor) (TR-11-352).

This notice is issued based on the dates of conviction (2003 – Baxter County, 2008 – Baxter County, 2008 – Boone County, 2008 – Baxter County, 2011 – Baxter County, 2011 – Baxter County, and 2011 – Baxter County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Eugene A. Dresel (Fayetteville): Theft by Receiving, 1 count (B Felony) and Forgery 2nd Degree, 8 Counts (C Felony) (CR-99-1774).

This notice is issued based on the date of conviction (2000 – Washington County), the fact that all terms of the applicant’s sentence have been completed and there have been no further Arkansas criminal-law violations. There are no law enforcement objections to the application.

John Kennedy (Piggott): Accomplice to Burglary (B Felony), Theft of Property (B Felony), and Carrying a Weapon (A Misdemeanor) (CR-97-584).

This notice is issued based on the date of conviction (1998 – Faulkner County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.

Crystal Martin (Fort Smith): Overdraft (C Felony) (CR-2009-369).

This notice is issued based on the date of conviction (2009 – Sebastian County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony criminal-law violations. There are no law enforcement objections to the application.
