New York State Capital Restructuring Financing Program Provided $88.8 Million to Overhaul HealthAlliance Hospital in Kingston

Expansion Project Reflects New York State and WMCHealth Investments in Ulster County Health Care

Governor Kathy Hochul today announced the completion of a transformational overhaul of the HealthAlliance Hospital in Kingston. Funded with $88.8 million through the state Capital Restructuring Financing Program, Westchester Medical Center Health Network's project to overhaul the hospital included a new two-story 79,000-square-foot structure and a full renovation of the existing 48,000-square-foot hospital.

"The health of every New Yorker depends on a strong, stable, and equitable health care system, and that includes investing in state-of-the-art medical facilities," Governor Hochul said. "With support from our state's Capital Restructuring Financing Program, the newly renovated HealthAlliance Hospital will boost access and essential health care services for residents of the Kingston area. We will continue to ensure that New Yorkers receive the high-quality health care they deserve, and we remain committed to building the health care economy of the future." 

"Our doctors, nurses and health care professionals deserve state-of-the-art technology to serve their communities," said Lieutenant Governor Antonio Delgado. "This project is an investment that will continue to serve the people of the Hudson Valley for years to come."

In addition to the new 79,000-square-foot wing, HealthAlliance Hospital also added a 25,000-square-foot emergency care center, a modern family birthing center, and a new intensive care unit furnished with the latest medical technology, which were provided as part of WMCHealth's partnership with Philips. The renovated facility will also serve the community with emergent and preventive solutions for blocked arteries, irregular heartbeats and coronary heart disease in a new, advanced service cardiac catheterization laboratory.

The hospital expansion and renovation and enhancement resulted from the two-phase, Ulster County health care advancement plan initiated by WMCHealth in cooperation with the state. The goal of the advancement plan is to consolidate the operations of the two HealthAlliance Hospitals in Kingston.  

Most of the financing for the project was provided by the Capital Restructuring Financing Program, which is jointly administered by the state Department of Health and the state Dormitory Authority of the State of New York. This program provides funding to capital projects that will enhance the quality, financial viability and efficiency of the health care delivery system in New York by helping facilities improve patient-centered care.

State Health Commissioner Dr. Mary T. Bassett said, "The opening of the new HealthAlliance Hospital in Westchester demonstrates the importance of State-supported investment in health care settings and services within communities. I applaud everyone at the State and WMCHealth involved in advancing the hospital's technology, offerings, and emergent and preventative solutions which will directly improve the care available for residents and patients."

WMCHealth President and Chief Executive Officer Michael D. The loss of health care services across upstate New York is an issue that demands action, and I thank WMCHealth and Governor Hochul for turning this moment into an opportunity to bring more health care, new services, and cutting-edge medical technologies to Ulster County through this exciting hospital expansion."

Kingston Mayor Steve Noble said, "With the investment of over $100 million into accessible health care right here in heart of our city, the needs of our growing community are being seen and met. I want to thank Governor Hochul, WMC Health, and our community, for rallying behind this investment in local health care while also ensuring the adaptive reuse of the former Kingston Hospital campus on Broadway.
