Dec. 20 Council update: Agreement to bring oncology services to Castle Rock and roundabout construction contract approved

An economic development agreement to bring oncology services to Castle Rock and a construction agreement for a roundabout at Crystal Valley Parkway and Plum Creek Boulevard were approved at Town Council’s Dec. 20 meeting.

Here is a closer look:

- Development assistance agreement for medical services – Town Council on Tuesday approved an economic development assistance agreement between the Town and Centura Castle Rock Adventist Hospital. Centura requested a permit and fee rebate of $367,182. These dollars, along with an additional $14 million philanthropic dollars the health system will raise, will be used to improve and accelerate the oncology programming available at the medical campus.

Centura is constructing a new 70,000-square-foot, three-story medical facility at 2360 Meadows Blvd. Centura plans to program the first floor with an ambulatory surgery center, the second floor with a comprehensive orthopedics and therapy center, and the basement and third floor with medical oncology services. Once complete, the new medical facility is expected to add 200 new high-wage jobs.

Radiation and medical oncology services represent a significant opportunity for the community, as these types of cancer treatments are currently unavailable in Castle Rock. Each year, 600 Castle Rock residents are diagnosed with cancer. By programming the new medical building with this type of treatment, it could save the average Castle Rock cancer patient over 50 hours of additional travel time and lead to better medical outcomes.

The requested $367,182 represents approximately 7% of the total cost of the medical oncology program. With Town Council’s approval of the request, Centura will be able to demonstrate to potential philanthropic donors and Centura leadership that the Castle Rock community supports the project and values the oncology services.

Projects of special significance that generate greater opportunities for additional economic development and/or provide highly desirable community amenities are eligible for economic assistance, per Town policy.

- Crystal Valley Parkway and Plum Creek Boulevard roundabout contract – Council approved a contract with Kraemer North America LLC to construct a roundabout at Crystal Valley Parkway and Plum Creek Boulevard. Traffic volumes have risen in this area, and a roundabout has been determined to be the best option to improve safety and operations.

Kraemer North America was recommended for the job from among six firms following a competitive bidding process. Under the contract, the Town could pay Kraemer up to $3.5 million for its work, to be paid for from development impact fees.

Work on the project is expected to be completed in fall 2023.
