Phase II of the Planned Private Property Infiltration and Inflow Inspections will begin the second week in July of 2022 (see inflow investigation area below). The Town of Plainville and BETA, Inc. are studying where groundwater and stormwater may be entering the sanitary sewer. As part of the study, we are requesting that representatives from the Town of Plainville and our consultants, AK MacKenzie, Inc. enter your home to investigate your home’s sewer and drainage connections.

Why are we examining your home?

The Town of Plainville is addressing a problem with excess water entering the sanitary sewer system, which overwhelms the capacity of the system leading to basement back-ups and sanitary sewer overflows that could lead to a potential health hazard. The goal is to identify areas where stormwater and ground water are entering the sanitary sewer system, so that we can plan system improvements.

What to Expect:

-A chance to share information regarding any problems you are having with the sewer service in your area.

-An inspection crew will examine the drains and sump pumps inside your home and drainage outside of your home.

-The inspection will be conducted as efficiently as possible to minimize the disruption in your day.

What happens if the Town finds something wrong?

Should our inspectors find that your sump pump is connected to the sanitary sewer, we will work with you to determine a plan that will allow you to disconnect from the system voluntarily.

We strongly recommend that you participate in the study to prevent a potential public health and safety issue, as well as to reduce the long-term impact of extraneous stormwater and ground water has on our sanitary sewer system.

Please note: Pursuant to the Town of Plainville Bylaws, Part II: General Legislation, Ch. 346, Section § 364-5: The owner of all houses, buildings or properties used for human occupancy, employment, recreation or other purposes, situated within the Town and abutting on any street, alley, easement or right-of-way in which there is now located or may in the future be located an "available" (as defined in Article I) public sewer of the Town, is hereby required at his expense to connect such sanitary facilities as exist or may exist directly with the proper public sewer in accordance with the provisions of this bylaw within five years after the date of acceptance of the sewer by the Town. Additionally, persons with failed cesspools or septic systems may be required to connect to the proper public sewer within a shorter time period, as determined reasonable by the Board. Any person failing to connect to the public sewer within the time limit herein shall be subject to a fine of not more than $200, as determined by the Board.
